Press Statement: Inauguration of the Technical and Administrative Review Panel

The Hon. Minister of Aviation, Princess Stella Adaeze Oduah will on Monday, June 11, 2012 inaugurate the Technical and Administrative Review Panel to review the technical and administrative practices in all of Nigeria’s domestic scheduled airlines. This follows the crash of the Dana Air Fight 9J-0992 from Abuja at Iju-Ishaga on Sunday, June 03, 2012.

The Panel comprises of:
Grp. Capt. John Obakpolor (Rtd) ChairmanCapt. Austin OmameCapt. A. MsheliaCapt. Mfon UdomCapt. Dele SasegbonDr O. B. AliuEngr. F. C. OnyeyiriCapt. Muhtar Usman (Commissioner AIB)Dr Anthony Anuforom (DG NIMET)
All nine members of the Panel are highly qualified aviation professionals with many years of experience in the industry.

The Panel’s terms of reference are:
· Thoroughly review the maintenance practices of Dana Air as well as all other domestic scheduled operators and assess their levels of compliance with the Nigerian Civil Aviation Regulations.
· Assess the effectiveness or otherwise of the NCAA’s oversight of the maintenance practices of domestic scheduled carriers and other regulatory aspects.
· Examine the management practices and safety culture existing in Dana Air up to the time of the accident.
· Examine the management practices and safety culture of all domestic scheduled carriers.
· Make findings and bold recommendations to the Federal Government on all of the reference terms above with a view to significantly improving the safety of the Nigerian Airspace.
The Panel has six weeks to submit its report.
